NamWater investigated a range of options to meet the increasing demand for potable water in the Central Namib (coastal) Area of Namibia and to reduce the pressure on the over-utilised groundwater resources in the area. The desalination of seawater was found to be the only reliable option for the future water supply to the central coastal area. Fichtner (Germany) and LCE as their local Sub-Consultant, were appointed by the MAWF to act as Transaction Advisor with respect to the Technical, Legal and Financial Advisory Support for the Procurement of a Desalination Plant and Related Infrastructure. LCE in particular was responsible for the compilation of the Technical Specifications for the Special Facilities which included the clear water pump station and pipeline from the proposed plant to NamWater’s terminal reservoir at Swakopmund. LCE would have been responsible for the construction supervision, contract management, quality control and assurance as well as the commissioning of the Special Facilities, but following the receipt of tender offers, the project was cancelled in March 2014.
