LCE were appointed by the Roads Contractor Company (RCC) to provide Technical Consultancy Services in various disciplines:
- Assistance with tender analysis, preparation and quality checking, and all other components of the contractor’s tender process; site visits and terrain analysis, resource analysis; compliance checking
- Project management services for civil engineering projects
- Setting-up business plans and business management
- Performance reviews, quality control, production control, performance reporting
- SME development and training
- Setting-up costing and production incentive systems
LCE provided assistance to the RCC for the following Projects:
- RA/RCC Negotiated Contracts 2009/10, 2010/11, 2011/12, 2012/13 and 2013/14: calculation of tender rates and preparation of the business plan for the RCC Maintenance Division
- Site visit, pre-tender meeting, establishment of tender analysis & methodology statement, calculation of tender rates and quality check of tender for the following large scale roads and railway projects:
- Upgrading of MR 122: Omakange – Okahao to bitumen standard
- Upgrading of DR 3611: Oshikuku – Okalongo to bitumen standard
- Upgrading of TR 14/2: Gobabis – Otjinene to bitumen standard
- Rehabilitation and reconstruction of the Ongwediva & Okandjengedi Bridges
- Rehabilitation of three Bridges along trunk road between Rehoboth and Mariental
- Government hangar complex at Eros Airport – access road and civil works
- Upgrading of the railway line between Kranzberg and Tsumeb
- Review of production incentive calculations: Review of calculations carried out by the Contract Engineers, check targets and compare with business plan, compilation of a summary report
- Evaluation of price escalations: appreciation of the current price escalation formulas, appreciation of the baseline fuel prices at the time of tendering, appreciation of fuel increases and the impact thereof on the escalation formula; audit of difference in what RCC was paid vs what was supposed to be paid
- Evaluation of payment certificates: spot-check the payment certificates for the FY 2009/10 to identify possible under-claims
- RCC production incentive system: compilation of an excel based system for the RCC “Performance Reward Policy through Production Incentive for Operational Employees” for the Keetmanshoop and Oshakati subdivisions
- RCC competitiveness analysis: analysis of the RCC GRU, GU & BMU rates and comparison of the rates with the open market rates
- Compilation of business plans for RCC plant hire department and for the Tsumeb crusher, incl. competitiveness analysis, market segmentation strategy, sales strategy, resourcing, financial plan, etc.
