Phase 5: 2011 – 2012
Construction Value: N$ 2 million
This phase entailed the rehabilitation of the Matongo Sewer Pump Station, which work included the installation of new end-suction pumps and pipework, rehabilitation of the original pump station building, the installation of new controls boards and PLC programming and replacement of a portion of pipeline. LCE was the lead consultant in a team which included mechanical and electrical engineers, which team prepared the design, detailed specifications and administered the tender procedures. Construction of the works, supervised by LCE and the consultancy team, was completed towards the end of 2012, at a value of just under N$ 2 million and the works handed over to the City of Windhoek.
Phase 4: 2009 – 2011
Value: N$ 16 million
This phase included the planning and design of flow diversion from the Gammams Waste Water Treatment Plant around the Groeangab Dam to the Otjomuise Waste Water Treatment Plant. LCE was the lead consultant in a team which included structural, mechanical and electrical engineers. A new retention sump, pump station building, pumping installation, pipeline and ancillary works were designed and valued at N$ 16 million. Due to budget constraints, this work was cancelled following the return of tenders.
Phase 3: 2008 – 2009

This phase entailed the rehabilitation of the Khomasdal and Wanaheda Sewer Pump Stations, which work included the construction of new sumps, new end-suction pumps, pipework, approach channels, mechanical screens and waste compactors, controls boards and PLC programming. LCE was the lead consultant in a team which included structural, mechanical and electrical engineers, which team prepared the design, detailed specifications and administered the tender procedures. Construction of the works, supervised by LCE and the consultancy team, was completed towards the end of 2009, at a value of N$ 6.2 million and the works handed over to the City of Windhoek.
Phase 2: 2007 – 2008
Construction Value: N$ 3.7 million
The first construction contract, for the rehabilitation of the outlet works of the A-Series ponds at the Gammams Waste Water Treatment Plant and the rehabilitation of an existing transfer pipeline to the Otjomuise Waste Water Treatment Plant, was awarded to a contractor in early 2007 and construction work was completed in early 2008, at a value of approximately N$ 3.7 million. LCE was the lead consultant in a team which included structural, mechanical and electrical engineers, which team prepared the design, detailed specifications and administered the tender procedures and also supervised construction activities.
Phase 1: 2006 – 2007
Feasibility Study
The initial phase of this project entailed an allocation of the sewer flows of the City of Windhoek between two existing waste water treatment plants and the associated pump stations and pipelines. Since the Gammams Waste Water Treatment Plant was operating at or near its capacity, ways to divert excess flows around the Goreangab Dam to the Otjomuise Waste Water Treatment Plant needed to be found. A feasibility study into this flow diversion, using as much of the existing infrastructure as possible, and identifying which infrastructure needed to be upgraded and rehabilitated, was consequently undertaken. Due to budgetary constraints, the project will follow a phased implementation.
